PROBLEMS WITH THE IMPLEMENTATION OF ALTERNATIVE LEARNING IN THE PHILIPPINES

          The objective of the Alternative Learning System program which was the basic literacy  aimed at eradicating illiteracy among out-of-school youth and adults by developing  basic literacy skills in reading, writing and numeracy, provide Education for all to the less fortunate members of society functional literacy by infusing literacy with livelihood skills training,continuing education to the functional literacy high school drop outs as well as adults who wish to reenter the formal school or engage on technical - vocational  courses for better occupation employment opportunities.
          The implementation if this programs are monitored, however, according to some ALS mobile teachers, there are problems encountered along the way. these problems are poor support by school administrators in the implementation of ALS program, absenteeism of learners since some of them are bread earners, difficulty gathering learners in one setting, lack of computers  used in ALS district offices and lack of materials. 
          These could be possibly resolved if the ALS advocacy  and social mobilization among implementers be strengthened, skills and livelihood should be conducted to get the interest of learners, provision of computers sets to ALS offices especially in far flung areas. 
          Another problem is the lack if coordination of DepEd and other supporting organizations. To resolve this, partnership among the DepEd and LGU's,NGO's and other government organization should be strengthened and have coordination not only to fund the program but also to implement and manage  ALS A&E programmes in their locality. 
          The most shocking emerging problem is the low passing rate  result of the test. It is far from desirable as they say, The passing rate in Elementary ranges from 13-24% and 13-19% in the secondary. 
     To address this, learners in ALS should  help themselves to pass the test. They have to sacrifice and met their teacher so as to review well.  
          In the part of DepEd through the BALS, they shall conduct a random monitoring and evaluation of the service providers all over the country that were contracting to implement the basic literacy programs.
